Okay,here's the story:Mario's on a quest to find pure hearts,thus coming to Merlee's mansion.But the mansion has already been taken over by Mimi,one of the major villains.Mimi is a woman who can change her looks into anyone,and she pretends to be a innocent maid serving in the mansion,leading Mario straight into her trap.When Mario hits a block with a vase on it,the vase broke,and Mimi told Mario that he should work in the mansion and earn 1,000,000 rubees (totally Zelda reference here) to pay for the broken vase.That's why Mario's running in that wheel to make electricity for the mansion.(However,this isn't the real method to earn those 1,000,000 rubees,since 10,000 is enough for Mario to get a top secret password from one of the workers.)

Lol gotta love the early Paper Mario games and their sense of humor. Just keep running Mario, you'll get enough coins eventually lol, meanwhile the player has to wait around too. Classic. xD

At first the only method for Mario to earn rubees(not coins) is to hit blocks,you get one rubee for one hit.If this is the only way,the player would be bored to death.But no,100 hits are enough for him to get the password of the “VIP room” in which you can earn rubees a lot faster by running in the wheel.Earning 10,000 doesn't take too much time there,about 5 minutes I guess.After that just flip into 3-D in the room next-door to see a hiding worker that can tell you the password of a safe which holds 1,000,000 rubees,and that's how you pay the debt and complete the level.

Now here's a question for ya. If you DIDN'T know about that, would you have to spend all that time in the wheel or would the game force you to find that safe?

That's also something I'm thinking about,but I haven't tried it yet.Though,I'm guessing maybe when the player reaches some point,a character might interrupt him by saying “this is a waste of time,we must find a quicker way” or something...But who knows!Maybe we CAN make a million rubees out of it.I'll figure this out tomorrow,since it's late at night here.
